You will join the Owner's project controls team as an experienced Quantity Surveyor / Cost Control Engineer for the detailed design phase of a nuclear isotope reactor project. You will act as the Owner's single point of contact for timesheet review and validation and will lead cost control, LOE management and contract compliance activities within a complex multi-party EPCM contractual framework. This governance role requires deep expertise in earned value management, reimbursable contract administration and major infrastructure or nuclear project environments. Key Responsibilities Timesheet review & LOE validation - Act as the Owner's Timesheet SPOC, managing the weekly timesheet review and validation cycle in accordance with contract provisions and the Timesheet Guideline. - Apply objective validation criteria to determine disallowed hours in weekly submissions from the Overall Responsible Designer and subcontractors, assessing against authorised organisation charts, deliverable lists, activity lists, resource-loaded planning and overtime authorisations. - Coordinate joint reviews with Work Package Owners within contractual timeframes; issue formal observations; manage clarification & resolution meetings and escalate unresolved matters to authorised representatives per contract workflow. Cost control & earned value management - Maintain and monitor the project cost baseline, tracking actual expenditure against approved budgets for all indirect work and services. - Implement and oversee an Earned Value Management System (EVMS) and prepare regular cost reports including CPI, SPI, EAC and variance analyses for senior management and Owner stakeholders. - Validate and challenge progress measurement methods (percentage completion, weighted milestones) applied by the EPCM to all deliverables.
